Introduce Online/Offline functionality for content page

1 Initial Problem

The content page does not allow an online/offline functionality. This is in contrast to other objects such as the learning module or the test. An online/offline option would especially be nice in the context of learning sequences in which content pages can only be masked via the permission tab.

2 Conceptual Summary

We would like to introduce the Online/Offline functionality within the settings tab. There should be an "online button" which can be marked or unmarked. Screenshot follows.
