Competence Recommendations Hide Materials for Already Achieved Levels

[Hide]1 Initial Problem
By now (v5.2.x), users viewing their competences receive recommendations for all existing levels of a competence.
However, in fact they don't need recommendations for levels they have already achieved.
2 Conceptual Summary
As there might be different (and varying) results concerning the currently achieved level, the rule we suggest for displaying materials is:
From the lowest actually achieved level of the user (upwards) +1.
Example:
In the case of a specific user, the following levels are displayed in a competence "English Grammar" (existing levels from 1 = beginner to 6 = native speaker):
- 3 by self-assessment
- 3 by a 360 ° feedback (external assessment)
- 4 by test (external assessment)
With the new filter, the learner would only receive recommendations for the learning materials of level 4 to 6,
because level 3 is the lowest actually achieved level and level 4 is the next higher one that can be achieved.
